Multiple tracks.
If they knew a train was coming, they may have assumed it was on the other track.
One news report put the train's speed at 70mph. That doesn't give you much time to react.

Definitely a poor decision. It's not like you can't figure out where the train is going to be. They usually don't wander too far off the tracks.
