They must, cuz when the power goes out the meter stops spinning, and the gen kicks on.

That Lincoln unit is a mobile Ham radio. The one next to it is a cb.

Uhhhh no. It's a CB that happens to cover the 10 meter amateur band. BUT it also covers 11 meters as well and that's how they get around the power limitations
