You got that backwards. Biden has always been regarded as a dumbest man in Washington. I've been in the DC area since the early/mid 80's and they were making jokes about his stupidity back then. They had to look far and wide to find somebody who would make him look good and she was it. Ask her anything, anything at all, and she laughs like a hyena on coke.
