The Iraq sanctions and *No Fly Zone* were a humanitarian disaster if not holocaust ... this reflected on Bush Sr. and this was Bush Jr.s stumping platform as he was headed into the presidency to *fix* said Daddys disaster passed on to Clinton by blaming Clinton who Bush Jr. clearly stated at the 2000 RNC ... yet another reason to invade Iraq ...

Rumsfeld was called into the Oval Office in 2001 by Bush to prepare for War in Iraq (This is Rumsfelds statement in his book) ... so he did as if it was an honor to be called upon to wage war ... (Why not, he couldn't even win the Iraq / Iran War after arming Saddam .. )

Rumsfeld was/is and never was the President. The COA's were chosen by the President. Not the SECDEF. Maybe he learned from his experience?
