I can't even envision how it would be possible to wire two household switches to achieve that result!

My money is on sloppy contractor work and or a "hot" neutral switch leg if it's a 3 way switch.

I've seen guys strip the hot lead too long and the curl wraps over to touch the switch body on one switch because they jammed the excess wires into a single gang box.

The other switch body is of course grounded back to the panel; voila, mousetrap

I thought of that, but in order to maintain my own sanity I refuse to believe that any person who is technically inclined enough to attempt a project like that could be stupid enough to do that.
