Realistically, probably due to the fact kids that age are highly unlikely to be able to utilize a mask CORRECTLY..

Well, in all fairness, what training in correct respirator use, including donning and doffing, has the general public received?

None. Yet we expect everyone to just know how to do it correctly and laugh at them when they don't.
