Wings are flapping, just at the same rate the camera is capturing the images.
 That particular cam was recording at 20fps. Had it been 30 (or even 15), you'd be able to see the wing movement.

When editing many car commercials shot on film or video the wheels would sometimes go in reverse or stand still because of FPS rate
