It appears now that it may not have been terrorist activity. Seems a witness saw the car and its passengers acting like they were fighting. Car then went at a very high rate of speed toward the border crossing. May have just been a murder suicide and the car itself just exploded due to the high rate of speed upon contact with the cement piling.
