I don't see the purported change in size. As for new ones appearing the background medium appears to be sand grains which are easily moved by wind. So their appearance could easily be explained by that. These "scientists" are aware of wind?

Mars' atmosphere is 95% carbon dioxide, 3% nitrogen, 1.6% argon, and it has traces of oxygen, carbon monoxide, water, methane, and other gases, along with a lot of dust.

The pressure is relatively low (equal to 22 miles above Earth) but there is gas and it does storm. Here's a picture of one along with a couple dust devils in the foreground (aka wind) -
