I cannot speak for rolling brownouts never had one. If I did have an EV, why would I not be able to charge between 4 and 9 PM? Rolling blackouts happened in 2001 when Enron manipulated the energy market. Worked great for Enron? Since 2001 99% of Californians have not experienced rolling blackouts. You read and watch too much false news about California. A few weeks when 115-degree temperatures hit, the information reported California had to conserve electricity for rolling blackouts. Guess what? No rolling blackouts wonder why with every house with A/C going full blast, including mine.

The bottom line once the power goes out many times you do not have a clue how long that can be. It could be long enough for the power company to get a crew at the location and take a dead squirrel of the transformer wires. It could be the time necessary to replace a pole hit by a car or a tree branch taking out some wire.

Then again it could be a super bad snow storm, those power outs could last for days and of course its not that easy working in -20F weather, so that ads to the time. (FWIW I have worked out side in those tempts and if your putting out a 1/3 of the work you do in good weather your real unusual!)

Then we get the real nasty stuff a ice storm now those bastards can take out power for multiple weeks. Just getting around to fix could be nasty and I have seen where over a mile of high voltage wires and tower's went to the ground.

You got to be prepared for what your area is capable of doing to you.

In my case I have a whole house propane genny a shared 500 Gal tank. (general house use & genny) At that point the only thing other than running the genny is to also power the furnace. Also have a pellet stove that while not big enough to do the whole house will help a lot and a deal worked out with the summer only people that if I can make it to their property to take out the 4'6'' tanks they have and utilize them at my house.

The only thing I think I would run from a generator is two window units I have for auxiliary use and my refrigerators. Maybe a modem/router assuming cable and internet are functioning. I would not need a large generator. I just haven't had reason enough to justify something that would sit 99.9% of the time. I'm sure I'll think differently the next time I lose power, but it's only sucked one time and that was the big freeze.

Where in your media scare links does it say rolling blackouts actually happened?
Let's give you little education. The government will use media to scare people. In this case, State is always looking for people to use less energy. Let's feed the media POSSIBLE rolling blackouts to save on energy emissions at power plants. Guess what? No rolling blackouts during the highest heat load state have ever experienced. Not everyone believes the media to be 100% truthful. The state of California wants to reduce emissions at power plants. That's why you get the rolling blackout scare news that never happens.

You could purchase a Storyteller van with 15 KWH of battery storage to run your house using the 30 amp plug outside the van. The battery pack is recharged with solar or auxiliary generator run by the van's diesel motor.

That was a key factor in our decision to get a whole-house system several years ago. We had a portable generator that I had to drag outside & hook up, change the interlock on the breaker panel, etc. Then worry about gasoline availability & transportation. It kept us going OK, except for the AC units. But whenever the power went out, which admittedly wasn't very often, we'd sit around wondering how long we should wait before dragging out the generator, which at my age & condition was becoming a concern.

So we went for a Kohler whole-house system with automatic transfer, and enough capability & features to run everything. We later added a module that lets me charge my EV as long as there's enough capacity available, which basically means that if both AC systems are not running. EV charging is the lowest priority, so it turns on & off as AC loads come & go.

It's like the Y2K bug: lots of publicity about the potential problems caused people to get their asses in gear and fix their code. Result: crisis averted.

Similarly, during the recent heat wave, people cut back their electricity use sufficiently to avoid any blackourts.

If you dig into that briefly loss of power back in 2020 you will find the switching station caused the problem. Very possible to have short rolling blackouts from human error. Just like any other state. California does not have rolling blackouts due to electrical generation shortage. Enron manipulated the electrical market in 2001 to cause rolling blackouts for profit. People who live in California know rolling blackouts do not happen after the Enron scam in 2001 rest of America still thinks rolling blackouts happen because they want to believe they happen in California.

Public safety shut-offs are used during high winds to prevent fires from PG&E failing to trim trees from power lines. PG&E now has a massive program trimming trees from power lines or putting power lines underground.
