Candid pic shows full belt, no vest. Too many officers I know are of the opinion that if it is their time; kevlar won't save them. I am no expert but my belief is a vest on an officer is like wearing a seat belt in a car...it seems a bit foolish not to especially since the gear is provided free of charge to everyone on the force.

He looks like he's dressed as an investigator, not a patrol officer.

Investigators don't usually wear vests.
