Yup, and even more to the point of using the rules of algebraic notation, the very first thing is to do operations inside parenthesis, working from inside out. So to be most clear:

6 ÷ 2 (1+2) =
6 ÷ 2 (3) =

Now you have two numbers to be multiplied, there are implicit parenthesis here:

6 ÷ (2 * 3) =
6 ÷ 6 = 1

There you go. I do stuff old school. Leaving things ambiguous isn't good, and counting on programs like Wolfram Alpha to spit out correct answers where you are leaving things ambiguous is bad. I would say that the original equation, as written, is ambiguous and could have two different answers (9 or 1) and therefore whoever wrote it needs to clarify.

i always did division last. not L->R

alternatively, it would resolve to 6/2(3). which would be (6/2)/3 = 1

he's putting the 3 in the wrong place and performing the wrong operation on it.

Multiplication always comes before division. He is absolutely a moron, even if the implied parentheses go away.

you have to divide 6 by both 2 and 3.

There is no modern vs. classic PEMDAS. If you follow the rules, the answer comes out to 1 every single time.
