US Navy to eradicate fitness test failures to improve retention of sailors

On Thursday, the United States Navy revealed that it would be erasing any physical fitness assessment failures from sailors' records.

The "one time reset" was made as the Navy continues to struggle with bringing in new recruits and retaining those already in the system.



According to the Navy Times, under the policy all active duty sailors' records will be scraped to show zero physical fitness assessment failures, if any existed, as will those in the Navy Reserve planning on staying in the service. The Career Progression Department will also pause the processing of physical assessment failure-related separation, giving enlisted personnel the chance to undergo a special evaluation to "restore retention and advancement eligibility."

The reset does not apply in all cases. Sailors taking part in officer commissioning programs, selection, and screening boards, and special duty screenings, for example, will still see prior failures show up on their records.

"We don’t want to punish sailors because gyms were closed during the pandemic," Rear Adm. James Waters III explained. "We don’t want to disadvantage sailors.”


Waters went on to explain that the Navy expects the reset to "balance challenges sailors had in preparing for and completing physical fitness assessments throughout the pandemic," adding that the policy will "also allow experienced and talented sailors to remain in the Navy."

"We think this reset could allow up to 1,500 sailors to remain in the service who might otherwise be separated," he continued, pointing out that, "requirements and standards remain constant.”

In recent years the Navy has, alongside other branches of the US armed forces, had to change a number of policies in order to bring in new recruits and retain those already in the ranks.

The Navy met its active duty enlisted recruitment goals in FY2022, but came up short for active duty, reserve enlisted, and reserve officers.

Sailors with a physical fitness assessment failure on their record will receive a clean slate that will allow them to remain in the service, under a new Navy policy unveiled Thursday.

The shift is part of a Navy-wide campaign aimed at improving accessions, retention and attrition so the service can hit its end-strength goals for 2023, according to Rear Adm. James Waters III, director of military personnel, plans and policy.

“This is connected because it clearly affects attrition, right? It will reduce attrition if we do not separate sailors based on past PFA failures,” Waters told reporters Wednesday. “But it came about through all of the analysis for this campaign plan, through a recognition that we don’t want to punish sailors because gyms were closed during the pandemic. We don’t want to disadvantage sailors.”

The policy, which the Navy labeled a “one-time reset,” means all active duty sailors and those in the Navy Reserve who want to remain in the Navy and advance will now have zero PFA failures prior to 2023, allowing commanding officers to reinstate retention and advancement recommendations. The policy does not apply to other programs that evaluate past PFA failures, including officer commissioning programs, selection or screening boards, and special duty screenings.

Dr. Rachel Levine is once again making history, becoming the first openly transgender four-star officer to serve in any of the country's eight uniformed services.

During a ceremony Tuesday, Levine was sworn in as an admiral — the highest-ranking official of the U.S. Public Health Service Commissioned Corps. Levine's appointment to the USPHS Commissioned Corps also made her the organization's first female four-star admiral.

Previously she became the first openly transgender person to be confirmed by the Senate for a federal office.

"[Becoming a four-star officer] is very meaningful to me. I am so impressed by the dedication, the commitment and the expertise of the officers and the United States Public Health Service Commission Corps. And it is truly an honor to lead them and to serve with them," Levine said in an interview with NPR.

She describes her appointment as part of the Biden administration's commitment to diversity, inclusion and equity.

"I think this is symbolic of that commitment and for transgender youth and other transgender individuals that there are no glass ceilings and no limitation to what we can achieve," Levine said.


In her role, Levine will lead a team of more than 6,000 officers who respond to public health crises and natural disasters.

Levine, who serves as the nation's 17th assistant secretary of health, focuses on improving the health and well-being of individuals across the country — specifically working to help the U.S. overcome the COVID-19 pandemic.

Before becoming a federal official, Levine served as Pennsylvania's health secretary, highlighting several public health issues across the commonwealth: the opioid epidemic, maternal health and immunization rates among children.


She says her career has given her the chance to serve.

"First in academic medicine, to then serve my patients and students, then to serve in public health in Pennsylvania and even in Washington, D.C., as the assistant secretary for Health. Now with this role, this is just a further extension of that," Levine said.

HHS Secretary Xavier Becerra described Levine's appointment as a "giant step" forward toward equality in the U.S.

"This is a proud moment for us at HHS. Admiral Levine is a cherished and critical partner in our work to build a healthier America," Becerra said in a release.


One of the eight uniformed services, the Public Health Service Commissioned Corps is dedicated to protecting, promoting and advancing public health in the U.S., HHS said.

Edit: I guess I could have specified that past failing fitness tests were eliminated. It's like those failures never even happened. They were eliminated. I can see how it could be inferred that future fitness tests were eliminated, from my headline, OK, I will say that since space for headlines is limited, I didn't have the room to clarify that it was (so far) past failing fitness tests that were eliminated. Having said that, I put the article headlines in 4 point bold font so you could know exactly. I wasn't hiding anything.
