Yes, but the most common retaining wall is also a basement wall, where the basement slab is below the outside grade.

Indeed. And I have built 100's of them. Truth is, we never backfilled the outside until the floor system was in place. I often wondered how a few straps or J bolts grouted to the top CMU cap blocks and tied to the joist sill plate could hold the hollow CMU walls from failing.
