What I know of the case a settlement of no more than 2 1/2 million would have been fair. Every extra dollar given is on the backs of the local taxpayer.

I don't agree. If it was your wife/daughter/mother, etc. you wouldn't say that. Screw the city and their taxpayers. You hire crap like that, you get what you deserve. No sympathy from me for the city or the residents of that miserable place that would allow crap like that in their police force.
