It's not "closed", it was being blocked off by Antifa and BLM protesters for about three weeks straight, and not all the time apparently. They'd park their vehicles across the highway to make a barricade, and the local authorities would just let them because communism or something.

While a person should expect a car on a highway, a driver should not expect a person on a highway.

Being stupid can cost nothing, but it can cost your life too. If it were my daughter killed, I'd blame myself for not convincing her what a stupid idea it is to be on a highway in the dark. I couldn't blame the driver.
