Nothing that we do is worth either getting hurt over, or hurting someone else. If someone is butthurt and doesn't want us on their property, and cannot be reasoned with, we leave. Whether I have a right to be on the property is irrelevant. In fact, when encountering upset landowners, that's usually the first thing I tell them. "Hey, we're here doing xxx on behalf of [insert PPL company], but ultimately, we are on your property, and YOU are the boss on this job. YOU call the shots."

Many times, that settles down upset people, who just want you to acknowledge that they are the alpha dog. I've got no problems with that. In fact, sometime the most aggressive and rude people can turn into the biggest pussycats once that pecking order has been established. However, if they still are insistent that we leave, we leave, and apprise the company of the difficulty. That's what they have land men for.

So does the OP have any liability if one of his dogs bites one of the Verizon workers since they gave him no notice that they would be working in his yard?

Probably not. IMO
We would assume a judge would agree.

You would think that would be common sense, especially for work/repairs that are scheduled ahead of time. In the case of the OP, it sounds like he was not at home when they entered.

Utility easement...they have a right to be there.
They could/should have handled it better though.

As far as whether they qualify as a utility, I suppose that varies by jurisdiction.
Most plat maps that I have dealt with indicate telephone/internet/cable providers as being able to be on those easements.

I agree, except when no one is home and the repairs are due to some sort of emergency situation. If a power pole is down and it's cutting off service to the whole neighborhood, they should knock on your door before they enter, but not have to wait until you come home from vacation, for instance.

Different situation. That is a denied request for an easement. In the OP's case Verizon property could only be accessed via his property. They can be there. "Utility" where easements are concerned is a generic term. It is not limited to water, power, or gas.

there is no blanket trespass-access for any utility worker.

In the OP's case, it appears a fence was erected over this easement boundry. A utility worker traveling along the easement path - can legally climb over this fence (while staying within the easement boundries) .

I know of no easement "islands"; I don't think there is such a thing. Easements are l-o-n-g narrow paths through private property areas; that always end up on community properyt
(usually a twp/county/city road).

For a utility worker to make a repair at the back-center of my property... legally he can go to where the easement corridor travels to, which is a busy county road... park his truck there - put down traffic comes - and lug a ladder & tools 2000 feet to the repair spot.
If he wants to narrow that trek down to 400'... he can park in my driveway - come to the door - ask permission to trespass - and after I determine he's legit... let him take the shortcut.

If no one is home to give permission, then he's out of luck; but might decide to take a risk of cutting through anyways. But he's under no legal right to trespass without permission; period.

Just come to the door and secure permission first; aka = respect private property rights.
