The plan, as with all, is not to spend any money 30 days before you announce your withdrawal, AND then you keep all that is there, and hope for some sympathy dollars--all loser candidates do this.
fed law allows you to allocate unspent money to campaign workers, called it arrearage salaries, and then create BS invoices, mostly for marketing.

sillary got her fourth cankle lift surgery using this method.
