ONLY those from "contiguous countries" are counted (read the bill's fine print) meaning Mexico and Canada and China, Africa, Middle East are EXCLUDED FROM THE COUNT.
Moreover more fine print allows Mayorkas and others to arbitrarily exclude individuals from the count as they see fit.

All the while the Prez could close the border TODAY using article 212(f) of the immigration laws.
