Who said the driver has to be the one to make use of the mini bar? If it wasn't for Mad Mothers, it would still be legal for passengers to drink in a car. Personally, I see nothing wrong with a passenger drinking a beer or mixed drink. What's the difference between that and a Coke, or a cup of coffee?

I used to love the drive thru liquor stores in FLA.
Hot summer's day, one ice cold tall boy to go please!

You could drink and drive as long as you weren't over the limit.
We used to see the state troopers drop in for a brown bag cool one lots of times.

Up until about 10 years ago, in Missouri as long as you weren't over the limit there was only a $10 fine for an open container.

I think there is still one drive-through liquor store here in Joplin. Don't get to that part of town very often though. I've bought some beer there a few times.
