There's only one reason such a low tech approach makes any sense considering they have satellite capability. That reason being it's a delivery vehicle. Most likely a bioweapon. Remember how they bitched up a storm over virus testing of outgoing flights?

Possibly. Read a science article once that claimed you could buy enough Radio Shack components to black out a whole state for $100. That's the first closeup image I've seen of the gizmo that balloon is hauling. Looks way more complex than what $100 will get you.

Having worked Top Secret counterintelligence decades ago overseas as a member of the Army Security Agency, I can tell you flat out that even back then there were better ELINT, COMINT and SIGINT means of collecting intelligence than a randomly floating around, easily detectable, huge high altitude balloon. Its either weather collection or a blatant taunt.

Possibly a distraction from the whole Hunter/classified data scandal. The balloon prob has a small tag attached that says "Property of Burisma"...
