I could go to the local RV center and buy some really nice, fully furnished RVs for a lot less than $233K each. they'd have full hook ups, kitchens, bathrooms, and likely could sleep 4 or more each.

and i'd be done by noon.

Don't forget that even though they don't have to purchase the land, they must build the infrastructure... roads, power, water, sewers, trash collection etcetera.
And pay the lease at whatever terms the church has so graciously provided.

These expenses would be incurred with whatever type of homes are provided.

Actually, you are correct in saying, "Down a rat hole". Plenty of the money will end up in the Corruptocrats bank accounts. It's like a problem that's never fixed and is a revenue generator each time. That's part of the reason the homeless are encouraged.

That was Cadillac living. Rich folks got those. Nice a/c, plenty of room, and even made into toilets/showers too.

Then there were the eight men to a B-Hut. The a/c, at least all the ones around me, was an over the door type that cooled as well as one ice cube in hell. They were 1/8" plywood with two by four frames and not one stitch of insulation. So, heated in the summer and cooled in the winter.

and whatever they throw up, it has to be near shopping, public transit, various care facilities....

Caitlin was in container housing in Kandahar. You can see it behind her in this screen shot from a skype call.

She complained about the lack of insulation, too. Cold in the winter. So, I sent her an electric blanket. Friggin’ Air Force.

The guy I replaced at Bagram got there in December. He said at one point, he had on a sweat shirt, sweat pants, socks, and running shoes while inside his sleeping bag and was still cold. He showed pics that looked very similar to Utah with lots of snow every where. Going to the 200 yds away toilet/shower had to be an adventure in a blizzard. Luckily, I got there in May so I got the easier to deal with heat which I generally like. Friggin' Air Force.
