UPDATE:
hoa lady called, said their inspector (contract company) generated the complaint, it was not a resident complaining. Discussed my position, we both agreed the issue needed a little more research, they are suspending further action until we have clarification of the state law. |

The hoa hires a management company to drive around and look for violations once a month. The complaint was generated by that management company employee, someone paid to do that work by the hoa. Not a random complaint.

Many HOAs hire a management company to hold contracts, pay invoices, get quotes for work, arrange meetings, and a long list of things. It's not uncommon. If the HOA desires the management company will do periodic inspections, but it's optional. Our HOA has a management company, but they don't send any warning/violation letter to a resident without approval from an officer or the entire Board - but we're a very small subdivision where everyone knows everyone and the HOA is very low key. HOAs are regulated far more in FL than any other state, even requiring training and certification for every Board member. Without a management company it's likely an HOA in FL would be in violation of state law. |

I would be interested in putting up a bat house, a small one, and I have occasionally seen bats around, but wonder if that would have a deleterious effect on bees. My watermelon vines were prolific this year, but I only got maybe a dozen melons, rarely saw a bee anywhere around, even though there were plenty of flowers for them to pollinate. I suspect the pollination that did occur was mostly from a few wasps that like to hang out in the area.
