You can blame Reagan's amnesty and subsequent to that, grown up anchor babies for Texas going South (pun intended). Just go hang out in the Ben Taub labor and delivery room, or Parkland, in Dallas, to see what that looks like.

Missouri should theoretically go red. According to NYT map it's in the Blue with 1% reporting or so. Outside of KC and St Louis, it's staunch PUB.
