So why is a 10X10 shed 100 sq ft but a 9X11 shed is 99 sq ft ?

When I was measuring homes for tax purposes any shed that was 10X10 or bigger and made of wood made a tax difference but.....I was also told to tell people if they were building it to make it 9X11.
