Not a new idea, and not just Colorado. If it ever gets enacted, no way will it survive a Constitutional challenge under present law, several amendments would have to be made first.

But more importantly, the people pushing for this are not thinking clearly. They are all far left liberals, and have not thought about the possibility of a Republican winning the popular vote. They might want to check the statistics on Black and Latino voters, still heavily blue, but they are leaving the party in droves.

It's also a really dumb idea. Let's say we live in a state with 10 million voters. In a given election, 9 million of them vote for "Guy A", and 1 million vote for "Guy B". Guy B wins the popular vote, so he wins our state too, and we disenfranchise 90% of our voter base?
