Friend of mine is from Rockport MO. He joined the army to get out of that shithole too. Goes back occasionally because he still has family there. He says most of the bums he grew up with are still there, just older bums. Probably the same case where you’re from.

Living somewhere, even a shithole rent by week place is neither an excuse or a reason for anyone's behavior. It can be difficult to remove oneself from toxic locations but frankly most don't because they just don't want to or even try.
I'm 100% for protesting against what sure appears to be a bad cop taking a life, but this isn't systematic issue requiring riots.
The rioters and looters should be treated as terrorist as they are just out to harm someone/soemthing.
Crack down on this shit and it'd stop, but they know damn well not one guy gets roughed up or killed by the police either rioting or looting in this day and age.

Financial is a big one as scraping enough coin together to get a nice place can be a long process and many get discouraged and give up, but believe it or not peer pressure to stay in bad areas is great and you get looked down upon as being too good for people you know/family.
My inlaws were dirt poor(MIL lived in projects with abusive parent) and when they were married they moved to a better neighborhood with good schools and were shit upon by family by "being too uppity" for where they grew up... Well duh it was 2 blocks from a corner even the cops didn't stop for red lights at. They tore a bridge down to contain the issues even.
Another thing is people just get used to a lifestyle and have no desire to change even if it's a shitty life to you or me. Possibly they feel tough from living in shitty areas?
If they're happy I'm happy but don't bitch about it then I say... Shut up and do something about it.

I’m not saying it can’t be done. I’m saying it ain’t easy. Or at least I don’t think it’s easy. I’ve been fortunate enough to have both parents who never divorced although they weren’t the best and two brothers to support me although they weren’t always the best either. In fact one became a piece of shit whom I haven’t talked to in years.
