Being this is an unprecedented issue and ramp up time is needed as these are not simple masks I don't know where he thinks we can pull them out of.

Everyday patients are prioritized, surgeons choose patients based upon survivability, hospitals turn people away due to lack of ability to pay so everyday already they're picking and choosing.

He's speaking on a worse case scenario and if every case hit at once(and all needed ventilators). Could they be short ventilators.. Sure definitely possible but could happen at a small hospital in middle of nowhere with limited resources with just a few needing them at once

His other point was that different regions are going to reach their peaks at different times. New York is peaking first, so his argument is to send the resources to New York first. The unstated assumption is that after the peak passes and demand for ventilators goes down the excess could be shipped off to the next peaking area.
