To qualify for welfare a person needs to liquidate assets and live off the proceeds prior to receiving assistance.

This has apparently been a thing for quite some time... all parents in my direct family have deeded their homes to the kids to avoid forfeiture in case of long term care expense depleting all other assets. Apparently that transfer must happen at least 2 calendar years before they run out of cash for care.
