Caroline Biden, daughter of James Biden, was busted in Lower Merion Township, Pa., in August 2019 after slamming her car into a tree.
Arresting officer Jeffrey Seamans noted Biden, who was driving without a license, "had difficulty focusing on the conversation" as he questioned her.

Biden’s car contained pill bottles for carisoprodol and lorazepam, both of which are controlled substances. A blood test later confirmed those and other drugs were in her system at the time of the crash.

Her New York rap sheet includes dropping more than $110,000 on a stolen credit card and allegedly assaulting an NYPD officer.

Joe Biden’s niece pleaded guilty to DUI on Dec. 3. But the small print shows Biden, 33, won’t see a day behind bars after she negotiated a plea deal with the Montgomery County district attorney.

A large percentage of DUI cases result in zero jail time or convictions even at least in this state. Most get pleaded down or dismissed and of course the more expensive your lawyer I'm sure the less you get.

More get convicted for no license by far percentage wise than DUI... One County had 30% conviction rate.
Much bigger issue is no insurance here which means they take license when notified by insurance company. Yes they tie license directly to your name being on an insurance policy.
Any unpaid citations means they yank license also immediately. Stops no one of course.

I don't know about PA, but here in NJ, the answer is definitely YES.

I hang out sometimes with a couple of the local cops. They say you can't believe the number of times they pull someone over who is obviously wasted, and they blow a zero point zero zero on the breathalyzer. They video tape them, and present that in court, but juries are notoriously hesitant to convict someone of DUI without a test PROVING they were wasted. All the good lawyers know this, and demand a jury trial if the DA won't bargain. All the DAs know their conviction rate is poor, and are willing to deal. Shitty situation.

If it goes to a jury trial, her lawyer will make sure that her past record is inadmissable.
