Having dealt with airborne/spaceborne intelligence gathering (a very special TS clearance category) I don't think this is a spy device, it would be a very ineffective means of gathering information, drifting randomly around overhead.....and the Chinese know quite well that NORAD tracks space objects in "inches and ounces", literally, including all the space junk that astronauts have left orbiting around.

However, if it had sophisticated imaging technology sufficient to detect classified documents in unsecured garages that would be a consideration.

China admits it's theirs

“The airship is from China,” the Foreign Ministry said in a statement Friday morning. “It is a civilian airship used for research, mainly meteorological, purposes. Affected by the Westerlies and with limited self-steering capability, the airship deviated far from its planned course.

Reminds me of the Japanese balloon bombs sent over the US and Canada during WW2. Couple of people were blown up in Washington a few years ago when they stumbled across one in the forest.
