I just pulled my primary home's 2023 property tax bill.
In the non-ad valorem section I have four line items, that total $957.
One of the four line items is city stormwater at $27.
Another of the four is from the water district, labelled drainage at $292.

So looks like my city is already all over this, charging me $319/year for something I believe should be managed solely by the city and paid from the $1,800 they took from me on the property tax bill in 2023.

I would like to attend a city commission meeting, but have been told by the wifey she will not bail me out of jail,,,

Those were only the items I highlighted for the thread material.
My taxes are over $7,000.
Similar homes in the hood are over $12,000.
Mine is lower than those who bought recently due to having Homestead Exemption since I purchased in 2000.
Not only does Homestead Exemption provide a $50K reduction off assessed value, it also caps the assessed value increase at 3.00% each year--called Florida Save Our Homes, which is supposed to the lesser of 3,00% or the CPI.

With that said, these losers in gov will increase millage rates as high as they want, and increase line item non-ad valorems, while adding new line item non-ad valorems.

The state Homestead Exemption is great, but does nothing from stopping the counties, school board and your town mafia tactics.

the tax assessment and, consequently, the taxes for
the new homestead.

If your new home has a higher Just (Market) Value than your prior residence, the portability amount is determined by subtracting the Assessed Value of the former home from its market value. For example, if the market value of your previous home is $300,000, but the assessed value is $200,000, your Save our Homes benefit for portability purposes is $100,000. This benefit of $100,000 will be applied to your new home and reduce the Assessed Value by $100,000.

If your new home has a lower market value, you can transfer a percentage of the difference from your previous property to your new home. Using the Save our Homes benefit of $100,000 from the example above, if your new home has a value of $250,000, the portability is calculated as follows:

Step 1: Previous Save Our Home benefit DIVIDED by Previous Market
$100,000/$300,000 = Cap Ratio of .33
Step 2: Cap Ratio MULTIPLIED by the New Homestead Market Value
.33 X 250,000 = PORT $82,500
For calculation purposes, the Save Our Homes benefit will use the market value and assessed value of the year in which you abandoned the homestead. For example, if you sold your homesteaded property in October of 2019, 2019 would be considered the year in which you abandoned your homestead and the 2019 values would be utilized to determine if any portability exists.

That's the part that will screw you. It's based on their whim.

Staying put is best, if you like it. If you're already in deep, then it matters little.

Market Value is a non-factor mostly, it is used when a sale takes place and the sale amount is below market value; usually done as arms-length between family, friends and those looking to screw the county and city on the tax bill.
I believe this is the only reason to assign each property with a market value, as the county will use that amount for taxes, not the sales price.
Usually, if sales appears normal, you will be assessed up to 90% of the sales price.

The assessed value is multipled by the millage rates of each taxing authority to total your Ad Valorem tax bill.

Tugs at most harbors worldwide help with docking and undocking. It’s not common practice to stay tied to ships once they’re underway. That’s not the root cause of this. Even the article says they “might” have been able to prevent it.
