question about ACA numbers

in the SOTU address the President said that 9 million people were signed up for health insurance through the ACA/Obamacare but, in the interview before the Superbowl he said 3 million people were signed up.

So, here's the question

Is it 9 million or 3 million and why hasn't anybody asked the question or even pointed out the irregularities in the numbers?

A LOT of people found out they were eligible for medicaid and enrolled in it through the ACA. The ACA enrollment numbers depends on the question and if it makes Obama look good or bad.

I believe that some of the confusion relates to how many have gone to the website and completed the application versus how many have completed the application and actually purchased the insurance. There is a large number who have completed the application, but never purchased the insurance.

As I understand it, not only does it include the medicaid numbers, but the only way to get it to 9 million is to include the up to 26 year-olds that are now able to stay on their parents plan.
