I have written my Representative, both Senators and the President each time they pushed through a "Stimulus" bill demanding they change the tax laws to allow citizens to save, pretax, for emergencies like this. Between Hurricanes, tornadoes, earthquakes, forest fires and pandemics we must get as many citizens self reliant as possible before the next event.
