Buy dont build. $30k will go much further.
I have built 10-12 cars/trucks frame off. At $30k you can have a car that looks really good or a car that runs really good. Not both
If you look to do something in the 70's you can build something cool for less $$$ most 60's cars are starting to get out of hand and anything earlier is out there or junk
