Basically.

The Class I railroads (NS, CSX, BNSF, CP, UP, KCS, CN) are all having varying but significant troubles getting freight moved. The Surface Transportation Board set up an emergency two-day hearing about this in April and basically raked the Class I's over the coals. If you want to watch 8 hours of stuff on the subject:

In a nutshell, when the economy turned down during the pandemic the big railroads furloughed a lot of workers, a lot of whom did not come back when shipping picked back up. The RR's are having the same problems hiring people that other industries are, made more difficult by the fact that it takes 6 months to turn a recruit into a qualified conductor. Labor is doing what labor does, trying to negotiate a better deal for the workers. I doubt a full on strike will be allowed to happen but the big guys are seriously on their knees right now.

I read where one of the RR unions was decrying their members being on call virtually all the time, combined with forced overtime. They said it made people pretty much married to their jobs, with little availability to plan non work activities. Not sure how true that is, but it seems like it would be easy to prove one way or the other.
