What about the Clinton *surplus* ... notice how I emphasized surplus ... was it really a surplus or just less spending as a function of the deficit(s) or any other *misnomers* with regards to how one wishes to interpret economics/finance/market dynamics ?

Debt continued to rise during Clinton. It dropped as a percent of GDP simply because the economy took off (primarily due to the rise of the internet). But the debt itself continued to skyrocket.
