Loudoun had a freeze on new construction for a while, but opened it up sometime ~mid-2000s...then all hell broke loose yuge developments with accompanying 'town centers' everywhere!

Sound like my burb here in Florida....built in '72 no HOA they started with one, but the folks voted it disbanded....

Kind of the same deal here....built late 90s, but folks tend to take care of stuffs without intervention

I suspect that picture is a result of the tracks being somewhat elevated compared to the surrounding area pls ballast, steel, and ties retaining heat better than grass.
