I would check what the actual regulations are for your community first before contacting Code Enforcement. Not all communities have the same code.

I've been checking. That trampoline in the front yard (attached to the tree with a single strap) is a definite no-go, too. It damn near tried to take off during the storms yesterday.

The first thing to check if current plates are on the vehicle. That is almost always in every communities language.

Yes. I've had to do that in the past at other places I lived. It wasn't to be a dick, but there were some safety issues that needed to be addressed.
