They want that number below 1. HTF they can begin to know that number is precisely the reason it was used. It is unverifiable, incalculable, and can be whatever they want it to be. What they don't ever seem to put in print is the fact that when they report on "Houston" numbers, they are including a NINETEEN COUNTY AREA. It stretches beyond unincorporated Houston. They are determining the number of raisins in the bowl of Raisin Bran, by counting how many boxes are in the warehouse.
