In Houston it was defined a few times. Of course the one everyone knows is the "flatten the curve" which was tossed aside for "fewer cases" which was tossed aside because "more testing" was being used as an argument against it. We then got into a really strange one that is insanely ambiguous. It is the "infection rate" wich currently stands at about 1.12. Meaning that each positive person is infecting 1.12 people. They want that number below 1. HTF they can begin to know that number is precisely the reason it was used. It is unverifiable, incalculable, and can be whatever they want it to be. What they don't ever seem to put in print is the fact that when they report on "Houston" numbers, they are including a NINETEEN COUNTY AREA. It stretches beyond unincorporated Houston. They are determining the number of raisins in the bowl of Raisin Bran, by counting how many boxes are in the warehouse.
