Don't know about NYC but I got in a cab in Chicago and the guy had no clue what I was saying. After about 20 seconds I just got out of the cab

I'm not saying that they're gonna be great tour guides, but as far as understanding the address that you require, they' are sufficient.

Melquisedc Abreu, a 45-year-old livery car and Uber driver born in the Dominican Republic, agreed, saying it wouldn't matter to most of his passengers if he didn't speak English.

"They never talk to me," he said. "They just get in the car, I got the destination, drop them off, thank you, have a good day, and that's it."
That's pretty much how it works in my experience.

So it isn't a law per se. It's for passing the cab driver test.

Don't forget why the Taxi drivers are union. The Medallions the cites require have very high prices and the people who buy them must follow the city rules.

Why is it the NYC 52 thousand licensed taxi drivers for a population of 8.4 Million people?

The City is in conclusion withe the taxi owners to monopolize the market.

Uber and other service are chipping away at these monopolies and the city is now helping the medallion owners lower costs by not requiring English.

It's politics, not economics driving this. And the citizens suffer.

It's politics up front but the backlash from informed consumers is pushing the economics of it. Once the politicians can figure out how to monetize UBER for their own gain, UBER will be let in, just like FAN DUEL here in NY.
NY want their cut which eventually drives up the prices consumers pay.

When I visited NYC, most of the cab drivers only spoke enough English to understand where I wanted to go, and tell me the fare ... no real problem.
