Online Harms Act: Crime and Punishment, Not in That Order
Canada considers legislation to allow house arrest for prospective offenses.

The 2002 film “Minority Report” depicts a specialized law-enforcement unit called Precrime that relies on information from psychics to apprehend would-be offenders before they can commit crimes. Prime Minister Justin Trudeau seems to have taken this as a suggestion rather than a warning.

On Feb. 26 Mr. Trudeau’s Liberal government introduced Bill C-63, the Online Harms Act, which targets so-called hate speech on the internet. One of its provisions would enable anyone, with the consent of the federal attorney general, to “lay an information before a provincial court judge if the person fears on reasonable grounds that another person will commit” an offense. The judge could then issue a “peace bond” imposing conditions, including house arrest and electronic monitoring, on the defendant merely because it’s feared he could commit a hate crime.

The bill would also expand the power of the Canadian Human Rights Commission, which was founded in 1977 to address workplace discrimination. A law known as Section 13 widened the CHRC’s portfolio in 2001 to include policing the “discriminatory practice” of engaging in online communications that were “likely to expose a person or persons to hatred or contempt.” Parliament repealed Section 13 in 2014 after high-profile complaints designed to harass conservative commentators Mark Steyn and Ezra Levant.

Bill C-63 would effectively bring back Section 13, giving anyone the ability to file a complaint with the CHRC alleging online hate speech. The commission would have the power to levy finds of up to 20,000 Canadian dollars (around US $15,000), payable to the complainant, not the treasury. That would “open the door to this massive influx of complaints,” Michael Geist, a University of Ottawa legal scholar, told Toronto’s Globe and Mail. And the standard of proof would be the “balance of probabilities,” not guilt beyond a reasonable doubt.

The bill would subject noncompliant social-media companies to draconian fines, up to 6% of global gross revenue. It would establish a new speech crime of “advocating genocide,” which could lead to life imprisonment.

The Online Harms Act would introduce not one but three new bureaucracies—a Digital Safety Commission of Canada to “ensure that operators of social media services . . . are transparent and accountable” and “contribute to the development of standards with respect to online safety”; a Digital Safety Ombudsperson of Canada to “provide support to users . . . and advocate for the public interest in relation to online safety”; and a Digital Safety Office of Canada, which would support the commission and the ombudsperson “in the fulfillment of their mandates.”

That almost sounds like a joke, but giving those bureaucrats something to do would entail shutting a lot of Canadians up.

Canada is ****ed.

We were in Toronto a few weeks ago for a comedy show. We were at the Eaton center walking around and you'd always see the odd person here or there in Canada, but it was like 20 percent.

There was some transsomethingorother sitting on the ground reading a book. Cops came up said it was trespassing, jumps up and starts screaming, completely off the rails.

Every 5-6 person was cross dressing.

The streets had homeless everywhere. We walked from our hotel to the mall and you pass by a church and the old city hall, littered with homeless AND electrical cords because they plug in and string them across the road.

Food prices...Canada has always been expensive for food but this was on another level. We stopped for a snack and I had a SIDE Caesar, she had an order of fries, a coke and a water.

The food is awful on top of it. You can't get a burger cooked any other way then well done.

The new speech laws and all that, its a shit show.

We went to go see Tyler Fischer and Ben Bankas opened for him. He just moved to Texas because if this new speech law passes I doubt he would be able to perform.

Not to mention the forced re-education of Jordan Peterson.

Now with their new carbon tax and alcohol taxes going into effect...they are destroying people's ability to make money to control the population.
