Why now? Why on a Friday Afternoon? What is going on here that we don't know? Who s paying for all the subsidies and how?

I need to read this when I've got a clear head...

Executive Order -- National Defense Resources Preparedness | The White House

Highlights:

- It establishes another layer of bureaucracy by establishing the Defense Production Act Committee

- The extensive membership of this Committee diffuses the authority of the SECDEF to implement the Defense Production Act of 1950.

- The Secretary of Energy is responsible for all forms of energy (not Secretary of the Interior for hydroelectric energy)

- The Secretary of Defense is responsible for water resources (not Secretary of the Interior), and for no other resources, materials, services or
facilities pertinent to defense preparedness.

- Loans may be made and guaranteed and subsidy payments may be made under the provisions of this Order, apparently without Congressional
oversight.

- Equipment may be sold or transferred under the provisions of this Order. This raises the concern of depot production and maintenance
equipment being sold or given away - equipment paid for by American taxpayers. For that matter, research, development and test equipment may be transferred to
others under this Order.

- The Attorney General becomes the arbitrator of agreements, many of which are Memoranda of Agreement and Memoranda of Understanding between
federal agencies over which the AG has never had oversight or control.

- The Secretary of Homeland Security (not the SECDEF) now has authority for policies pertaining to members of the National Defense Executive
Reserve (NDER).

- Elements of the NDER may now be activated only with the written approval of the Secretary of Homeland Security.

- The Secretary of Labor is inserted into selective service policy and decision making.
