I think a major point is being missed. It doesn't say cars will be banned, it says gas and diesel cars will be banned. That leaves electric cars which hopefully will be well developed and prevelent in 40 years.

We're overlooking the fact that most individuals living in European cities do not have the means to comply with this law without giving up their property and their freedom as well. They may not be able to afford to buy a new electric car and/or buy a summer home outside of the city at which to keep their fuel based vehicle.

So where is the infrastructure to support them? take 50% of the gas and Diesel cars off the road and you will need to build a massive amount of new Electric production facilities to support them along with the transmission lines.

It takes years, if not decades to do that. France may be able to keep up with their Nuclear power plants and thier laws give them power over private complaints

But the UK? Germany? Italy?

Meh, we are no more able to know what vehicle prices, fuel prices, and infrastructure will be in 40 years than people could tell what they are today in 1970. Similarly, such long term and far reaching goals are about as likely to be remembered and followed in 40 years as far reaching goals from 1970 are today.
