I'll try to assist... I'm helpful that way

I'm in an essential business... we provide water to 60 million Americans.

I currently have 27 job openings in the Western Half of the US. We are getting hundreds of job applicants for these positions. Many of these jobs were open 60 days ago with almost no interest.

I may, or may not, fill these openings. I'm taking it day by day and so far, haven't filed a single one of them.

My old company always kept at least ten possible hire resumes on hand for every district. Kind of like buying a car before you need one, you always have a fallback position if someone leaves, dies or whatever. We would actually get a bump if we got a good applicant to just apply while no jobs were currently open.
