I just ran the car for 20 minutes, and it is still blowing cold air.

Is there a heater hose shutoff gate valve tht is closed?
How would I know this?
It's a 2003 525i

It's a 2003 525i
I know nothing of that specific car, so I speak in generality find the hoses running to/from the heater core, feel them, if not hot trace to some valve that is probably not opening, very often, modern controls work off a vacuum solenoid, electric coil activated via controls/computer, and so the default position is mostly NO vacuum at the water valve makes that valve open to water flow, so pull any vacuum control hose leading to it, that should allow the valve to default open.....feel if you have vacuum coming from that hose, you maybe have wires to the valve, pull the connector, see if you have hot hoses/heat......

GOD help you if you have electrical troubles......

My BIL had a BMW that would not heat if the coolant was even the least bit low. Check your coolant level, but if not that, my guess is thermostat.
