I'm still guessing it was Chechnya on behalf of Ukraine. With external money and training. There are still long-standing tribal riffs in Russia, just like the middle east. Guys are invisible over there.

Agree with your premise, however, it only works if you do not have an armed population to fight back. If you do, then this can be nipped in the bud. Every time there is an issue, just like Russians cutting off nuts of kidnappers kids and sending them in the mail followed by hole punching their heads, they only know that life, so just keep the ratio high and mow them down at the border. Will be the best 3D FPS EVER!
