Those were actually a fad for awhile. FWIW, it's not a base, but a silo that has been converted with some outbuildings above ground. Are you going for the purple vette?

Yes, but how do I get out of the elevator if the doors are closed, and is there a wall mounted ladder right there so I can actually climb from the elevator stuck mid way to the surface?

They pretty much all have backup generators due to need for ventilation, but yes, there are stairs and ladders as backup.
