No moisture barrier is needed. The block gaps are tighter than Yaddy's foundation.

A moisture barrier would be ok but not necessary on a raised open structure that will self ventilate.
If you did so it would be best to have it on the ground not attached to the underside of the structure.

Insulation is not a good idea for a building that is not conditioned (HVAC). It can create a dew point and mold that usually follows. [conversely an HVAC building that is not insulated can do the same]

An exception would be closed cell spray foam. Done properly it seals the structure and leaves little to no room for trapped air between the wood and environment that can create the mold. (It also is a moisture barrier but that is getting deep into the weeds in this conversation)

Disclaimer:
I’m not an engineer or building scientist. But I have learned from engineers and building biologists and other specialists more than I want to know about this stuff.
And I have spent a lifetime in this line of work. Including major mold remediation and repairs. If you spend any substantial amount of time taking structures apart it’s very obvious what was done wrong and what was done right.

As I recall, in another thread (maybe here maybe other place) the "engineer" was making a point that europe uses concrete rail track foundations and questioned why we in America are still using wood.

That picture shows ties that are far older than 10 years; probably 40 or 50.

The reason why wood ties don't last is because high dynamic loads on busy lines. On little used branch lies, or storage yards ties last a very long time.
