They had a big registration push up there about twenty years ago. It's as they say, registration precedes confiscation. I've read estimated compliance was only 10-15%. There's been an amnesty for those who failed to register 4 times. Seems the people who were smart enough not to submit to registration were not stupid enough to do it later.
